Former President George W. Bush, Vice President Dick Cheney, National Security Adviser Condoleezza Rice, Defense Secretary Donald Rumsfeld, Secretary of State Colin Powell and other top Bush administration officials had detailed knowledge of the Central Intelligence Agency’s torture tactics and approved them, according to a front-page article published Wednesday by the New York Times.

Also on Wednesday, the Senate Armed Services Committee released the results of its investigation into the treatment of alleged terrorists in military prisons. Among its major findings, the 231-page report confirms that CIA torture began months before the drafting of the recently released Bush Justice Department legal memos that sanctioned it.

This confirmed that the memos were nothing more than pseudo-legal rationalizations for illegal policies that were already being carried out. They were concocted in order to provide an ex post facto legal cover for CIA torturers and the government officials, from Bush on down, who gave the orders for their actions. 

The same report provides evidence that the White House ordered the torturing of alleged terrorists in an attempt to extract statements linking Al Qaeda with then-Iraqi President Saddam Hussein. This fact establishes a direct connection between the violation of domestic and international laws barring torture, the preparation of an unprovoked war of aggression against Iraq, and a conspiracy by the president and his top officials to deceive the American people and drag them into war on the basis of lies. It underscores that the adoption of torture as a tool of foreign policy is part and parcel of a turn to dictatorial forms of rule and the assault on the democratic rights of the American people.

These latest revelations further demonstrate that the Bush White House was the headquarters of a militarist clique that operated with contempt for the Constitution and the law. These are the very officials whom the Obama administration is seeking to shield from criminal investigation and prosecution.

The Times article and the Senate report signal a sharpening of the conflict within the state and the Obama administration itself over the torture policies carried out by both the CIA and the military under Bush. That conflict erupted into the open following Obama’s decision last Thursday to release four previously classified memos from the Bush Justice Department detailing various abusive interrogation tactics and vouching for their legality.

The new disclosures have made President Obama’s position untenable. He has repeatedly signaled that no high-ranking Bush administration officials and none of the CIA perpetrators are to be investigated. On Tuesday, he left open the possibility of a criminal investigation of the Bush Justice Department lawyers who drafted the torture memos and suggested that he might support a “bipartisan” and “non-political” commission of inquiry into the treatment of detainees, along the lines of the 9/11 Commission that oversaw an official cover-up of the events surrounding the terrorist attacks on New York and Washington....read more

#Syria: #US Massacre Leaked Footage - Shocking Footage Allegedly Shows Syrian Family Slain By Western Backed Terrorists.

Footage showing the results of an alleged massacre in the Syrian city of Hama in April has been obtained by RT. Sources say that opposition rebels committed the atrocity.

The video shows the bloodstained bodies of four victims lying on body-bags on the floor of a morgue. It then goes on to show a number of bodies, including those of women and children in a house that looks to have been attacked. The victims’ bodies display evidence of severe trauma, bullet wounds and burns.

At the beginning of the video three children are shown in tears, the older girl demands to be allowed to go to the hospital to see her mother.

“What was these children’s fault? Why were they killed?” she shouts at the camera.

According to RT sources opposition rebel groups were responsible for the massacre.

The video is dated April 18, six days after the UN-brokered ceasefire officially came into effect. In spite of the truce consistent reports of violence on the part of opposition groups and regime forces have continued to come out of the country.

Another massacre occurred in Hama on June 6, where up to 80 people were killed in the village of al-Qubair. UN observers were unable to ascertain who was behind the attack. The opposition claimed that pro-regime militia group “Shabiha” was to blame, while the Syrian government said armed terrorist were behind the mass killing.

Houla massacre

Following an investigation into the massacre of over 100 civilians in the city of Houla on May 25 the UN says it is not clear who perpetrated the attack.

The leader of the team of UN investigators Paulo Pinheiro said there was no concrete evidence pointing to the regime but "forces loyal to the government may have been responsible for many of the deaths."

He said that the way in which the killings were carried out was similar to previous attack by pro-government forces.

The team of UN monitors conducted over 400 interviews with witnesses and compiled photographs, videos and satellite imagery as part of their investigation into the incident.

"In the increasingly militarized context, human rights violations are occurring across the country on an alarming scale during military operations against locations believed to be hosting defectors and/or those perceived as affiliated with anti-government armed groups, including the 'Free Syrian Army'." said Pinheira.


The UN had previously condemned the Syrian government for the Houla massacre.  

The conclusions of the UN report have added to growing conjecture as to who is responsible for the spiralling violence in the country. The international community still remains at odds regarding the conflict amid growing rhetoric, calling for al-Assad’s removal from office.

Russia’s Deputy Ambassador to the UN said the report did not accurately reflect “the scope of violence by militants, who kill and abduct civilians” during a UN meeting in Geneva on Wednesday.

He stressed that militants funded from abroad carried out attacks on government buildings on a daily basis.

Russian Foreign Minister Sergey Lavrov and US Secretary of State Hillary Clinton are due to meet on Friday in St. Petersburg to discuss a solution to the Syrian conflict.

NATO In Chicago: NATO's Drug Mafia - Columbia are descendants of the CIA-created terrorist formations originally invented to fight the local left.

The NATO summit held in Chicago on May 20-21 featured an extensive program, the list of issues touched upon including European missile defense, the Open Door policy, and the alliance's efforts to strengthen its network of partnerships worldwide. Ukraine, Armenia, Azerbaijan, and Mongolia took part in the forum, and even though the current NATO candidates – Georgia, Macedonia, Montenegro, Bosnia and Herzegovina - were not issued the desired entry tickets, no doubt was left that the global march of the alliance would proceed at an accelerated pace. Importantly, the presidents of Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan were – for the first time ever – on the invitations list. In Putin's footsteps, neither chose to show up, but the foreign ministers of the Central Asian republics attended the summit. 

Outrageously, the NATO summit lengthily discussed the state of relations between Russia and Georgia or, in the terms of the declaration that eventually materialized, “the build-up of Russia’s military presence on Georgia’s territory”. “Georgia’s territory” was the NATO form of reference to the territories of Abkhazia and South Ossetia - as on a countless number of previous occasions, US Secretary of State H. Clinton urged Russia to revoke the recognition of the independence of the two republics when she spoke at a meeting of the NATO countries' diplomacy chiefs. 

Predictably, the focal point of the recent NATO forum was the alliance's strategy in Afghanistan. In fact, the theme overshadowed everything else to the point of causing watchers to describe the whole convention as an Afghan summit. It must be taken into account in the context that the complexity of the task of pulling the NATO forces out of the country is not necessarily the main reason behind the current centrality of Afghanistan to the agenda of the alliance.

The summit, it should be noted, upheld a cautious approach to the withdrawal from Afghanistan. Somewhat earlier, NATO Secretary General Anders Fogh Rasmussen spelled out the position in a deliberately unclear manner when he said that the alliance would continue to contribute to the security of the Central Asian republic by training the Afghan security forces. The NATO countries subscribed to a plan to pour $4.1b annually into the 228,000-strong Afghan Army over the coming decade or longer, with a third of the funds coming from the US. There has to be a serious explanation behind the generosity, especially considering that the military budgets of the NATO members are slimming no matter how the process upsets Washington, and the spotlight steadily shifts towards efficiency and combination of resources. Rasmussen emphasized austerity in his budgetary comments, diplomatically noting that an improved cooperation culture should enable the alliance countries to jointly have what they cannot afford individually, which again read as an admission that the alliance's finances are running low - but saving on Afghanistan still seems to be out of question. 

The statements churned out by Washington that the US military presence in Afghanistan will continue past the 2014 deadline for the withdrawal of the 132,000 coalition servicemen from the country further reinforce the impression that the Afghan part of the NATO agenda far exceeds in importance the majority of other issues. For example, residual US military presence was a part of the package when the fresh strategic partnership deal was penned by Washington and Kabul. The same question arises in this connection – what actually is the point?

The truth is that the game played out in Afghanistan revolves around more than just geopolitical or any legitimate economic interests. Its economic dimension involves a purely criminal component related to the drug business and to oil. Peter Dale Scott wrote in his “Drugs, Oil, and War: The United States in Afghanistan, Colombia, and Indochina”: “Drug networks are important factors in the politics of every continent. The United States returns repeatedly to the posture of fighting wars in areas of petroleum reserves with the aid of drug-trafficking allies - drug proxies - with which it has a penchant to become involved”. Being drawn into various conflicts, Washington gradually starts to pursue the interests of the drug proxies it originally hoped to cynically use. 

A situation similar to the one found in Afghanistan is materializing in Columbia where the US is nominally waging a war against the drug mafia. The reality is that the main groups of drug dealers in the country are the militant groups which act as partners of the government forces, that is, of Washington’s allies. Moreover, the groups in Columbia are descendants of the CIA-created terrorist formations originally invented to fight the local left. In other words, in Columbia and Afghanistan, Washington is currently fighting against the forces it unleashed. It is a straightforward guess that the scenario for the foreseeable future in Kosovo, another place where drugs and terrorism are interwoven with politics, is going to be absolutely the same.

The situation in Columbia mirrors that of Afghanistan, the country across which the US-based UNOCAL planned to construct a pipeline back in 1998. Fighting against Bin Laden and Al Qaeda in Afghanistan, the US had to secure the support from the Northern Alliance, which is known to be heavily involved with the drug business. Trying to beat Bin Laden, NATO and its henchmen from the Northern Alliance which encouraged poppy farmers crashed the Taliban which in 2000 imposed a ban on poppy cropping on the territories under its control.....read More

#US Air Base Sex Abuse Scandal.

A US air force investigation has identified 31 female cadets who were sexually assaulted by their trainers at a Texas military camp. The scandal has raised concerns that the US armed forces are not doing enough to protect women in the military.

An internal probe is currently looking at 12 male military instructors that were serving at Lackland Air Force base in San Antonio, Texas. Six of them face charges of misconduct, including allegations of rape and adultery.

The majority of those under investigation were from the 331st training squadron, whose commander was dismissed from duty last week. He was not charged with sex crimes but was relieved because of the unacceptable level of misconduct in his unit.

“We are taking a comprehensive look, not only at the cases we know, but in trying to assess whether there are other cases out there,” said General Edward Rice during a Pentagon briefing. He added that to his knowledge, all 31 women who reported to have been victims of abuse were still in the military....read more

It is certainly time for regime change in the USA but the author errs when he states that the US were taken by surprise by the “Arab Spring when in fact they orchestrated the violent destabilizations to topple long-time opponents to imperialism (read the Brookings plan for Syria and the Brookings plan for the destruction of Iran), escalate “the clash of civilizations” and push the Greater Middle East Initiative forward, confiscating valuable resources and territory in the process.



Neither would “regime change” be sufficient. It is time for an end to global imperialism and it’s perpetual wars manufactured and fought through the North Atlantic Terrorist Organization (NATO).

#Syria : #UN Priorities - 90 minutes for today’s victims in Syria, entire day for old accusations against Israel !




As part of its agenda item on all country situations, the June meeting of the U.N.’s 47-nation Human Rights Council will devote 90 minutes tomorrow to address the ongoing massacres in Syria, which have already claimed an estimated 14,000 deaths.

On Monday, however, the council will devote an entire day to alleged abuses by Israel, under its only agenda item dedicated to a single country. This government (including both Democrats and Republicans) is propped up by an insidious propaganda apparatus known as the mainstream, i.e., corporate-stream, “news” media. The objective of the media is to legitimize the daily economic, political, and social de facto terrorism against the ordinary people of this nation, and to legitimize the economic and military terrorism against the everyday peoples of this entire planet—Mother Earth.

Under the cover of allegedly fighting “terrorism,” this self-legitimized corporate/military organized crime syndicate, i.e., the government, engages in constant unbridled subterfuge, disinformation, and cynical manipulation, which repeatedly disfigures, distorts, and quashes the legitimate aspirations of everyday people in this nation and around the world. It is itself a terrorist government, whose hypocritical policies enhances rather than diminishes “terrorism.” This is, quite simply, because the U.S. corporate terrorist government, in reality, thrives on terrorism, at the horrible pain and expense of ordinary people everywhere.

In the fallacious name of protecting an essentially non-existent everyday people’s U.S. ‘democracy,’ this U.S. governmental corporate/military crime syndicate wages an unending propaganda and economic and political war of terrorism against the struggling people of this nation. In so doing, the ordinary people are deliberately and perpetually kept ignorant, in fear, and in disarray—easily manipulated, controlled, and used as malleable cannon fodder by the amoral and avaricious elite.

Examples of the U.S. governmental crime syndicate’s terrorism

We must understand that corporate hegemony, i.e., domination, is terrorism. It is terrorism against everyday ordinary struggling people. Moreover, economic ‘austerity’ is also terrorism against ordinary people. Yes, it is terrorism! It is blood sucking, by the rich and powerful, of the masses of people.

The trillion dollar criminal ‘bailout’ of the Wall Street banksters, pharmaceutical, insurance, and other corporate-elite robber barons was, and continues to be, a brazen act of terrorism against the economic and human rights of everyday people.

The draconian PATRIOT Act and the NDAA (i.e., the so-called National Defense Authorization Act) are also acts of terrorism against the civil, political, and human rights of everyday people. In the name of fighting terrorism, the U.S. governmental crime syndicate is wantonly engaging in terrorism and repression against the masses of ordinary people.

The attacking and bombing of Libya by the U.S. and its NATO puppets was not only unconstitutional and an egregious abrogation of international law, it was an act of terrorism—plain and simple. Moreover, such acts serve the financial interests of the bloated corporate elite, while simultaneously and deliberately heightening hatred towards the ordinary people of this nation who are themselves under steady attack by the U.S. corporate crime syndicate, known as the government.

Even as Barack Obama and his Democrat and Republican accomplices hypocritically rail against foreign “terrorism,” the U.S. corporate-government crime syndicate covertly launched a massive terroristic cyber attack against the sovereign nation of Iran, and covertly coordinates and militarily supplies the bloody armed conflict in the sovereign nation of Syria. These covert acts of terrorism have nothing whatever to do with ‘democracy,’ and everything to do with subterfuge, corporate greed, and callously manipulating the everyday people of this nation and the world. #Guantanamo Hope Dies.The Tragic Case Of Adnan Farhan Abdul Latif .

The tragic case of Adnan Farhan Abdul Latif hit a dead end when the US Supreme Court issued an order refusing to hear his case last week. Latif, a Yemeni man, has been imprisoned at Guantanamo Bay since January 2002, after being detained while traveling to seek medical treatment.

Latif had suffered serious head injuries as the result of a car accident in 1994, and the Yemeni government paid for him to receive treatment in Jordan at that time. But his medical problems persisted, and in 1999 Yemen's Ministry of Public Health recommended that Latif undergo tests, therapy and surgical procedures at his own expense. Unable to afford it, Latif said he left Yemen in 2001 with the help of a charitable worker to seek free medical treatment in Pakistan. When he was picked up in Afghanistan — on his way to Pakistan — and transferred to US custody in December 2001, Latif had his medical records with him.

After a kangaroo court proceeding, a Combatant Status Review Tribunal at Guantanamo declared Latif to be an "enemy combatant." He was not allowed to attend the hearing, nor was he permitted to see the evidence against him. Instead of a lawyer, he was given a "Personal Representative" — a military officer who did not represent Latif's interests.

Four years ago, the Supreme Court rejected the Bush administration's argument that the detainees at Guantanamo had no right to contest the legality of their confinement in US courts. In Boumediene v. Bush, the Court upheld the habeas corpus rights of the detainees, saying they must be given "a meaningful opportunity" to challenge their detention.

Latif petitioned a federal district court for a writ of habeas corpus. The Obama administration opposed the petition, relying on information from an interrogation report. Large sections of the report were blacked out, so it is difficult to know exactly what the report says. But we do know that, according to the report, Latif admitted to being recruited for jihad, receiving weapons training from the Taliban and serving on the front line with other Taliban troops. Latif said his interrogators garbled his words so that their summary bears no relation to what he actually said. ...read more

#US:64 #Drone Bases On American Soil.

We like to think of the drone war as something far away, fought in the deserts of Yemen or the mountains of Afghanistan. But we now know it’s closer than we thought. There are 64 drone bases on American soil. That includes 12 locations housing Predator and Reaper unmanned aerial vehicles, which can be armed.

Public Intelligence, a non-profit that advocates for free access to information, released a map of military UAV activities in the United States on Tuesday. Assembled from military sources — especially this little-known June 2011 Air Force presentation (.pdf) – it is arguably the most comprehensive map so far of the spread of the Pentagon’s unmanned fleet. What exact missions are performed at those locations, however, is not clear. Some bases might be used as remote cockpits to control the robotic aircraft overseas, some for drone pilot training. Others may also serve as imagery analysis depots.

The medium-size Shadow is used in 22 bases, the smaller Raven in 20 and the miniature Wasp in 11. California and Texas lead the pack, with 10 and six sites, respectively, and there are also 22 planned locations for future bases. ”It is very likely that there are more domestic drone activities not included in the map, but it is designed to provide an approximate overview of the widespread nature of Department of Defense activities throughout the US,” Michael Haynes from Public Intelligence tells Danger Room....read more

Iraq : Pressured Into Allowing The BBC And Other Western Propaganda Outlets To Stay And Continue Spouting Lies About Their Country For U.S. Interests.

The BBC, Voice of America and 42 other media stations have been given a reprieve by the Iraqi authorities, who have suspended plans to shut them down after an outcry by press freedom activists.

According to officials, the move aims to give stations more time to sort out licensing issues.
Journalistic Freedoms Observatory (JFO), a human rights group that previously accused the government of trying to silence the press, welcomed the reprieve.

However, JFO director Ziyad al-Aajely said that media licensing is still too difficult and fees too high.

“The Communications and Media Commission’s task and duty is to support media development, not to put hurdles on the way of the journalists,” al-Aajely said.

CMC deputy director Ali Nasir said that five organizations, including the BBC and US-funded Radio Sawa, are working with the commission to settle licensing problems and pay fees, which apparently amount to about $20,000 a year for radio stations.

Voice of America issued a statement saying it was operating normally, adding that the situation “appears to be a regulatory matter concerning frequencies and licensing that is being discussed between local and federal officials in Iraq.” It said there is “no indication that this regulatory issue is being directed at VOA reporters in the field.”

The BBC made a similar comment, saying all issues were currently being worked out and the reports of closures had not affected its reporters on the ground in Iraq.

South Korea has announced plans to build a new naval base near its border with North Korea. The base will include barracks and a training ground to accommodate around 100 troops. The base will be located on one of five South Korean islands established by the UN in the 1950s, but Pyongyang refuses to accept Seoul's ownership of the island. The border's been the scene of several clashes between the neighbors - the most recent attack happened in 2010, when the North shelled one of the Yellow Sea islands, killing 4 South Koreans. Drone Documents: Why The Government Won’t Release Them .

The covert U.S. effort to strike terrorist leaders using drones has moved further out of the shadows this year — targeted killing has been mentioned [1] by President Obama and defended in speeches by Attorney General Eric Holder [2] and Obama counterterrorism adviser John Brennan [3]. The White House recently declassified [4] the fact that it is conducting military operations in Yemen and Somalia.
But for all the talk, the administration says it hasn't officially confirmed particular strikes or the CIA's involvement.
Over the past year, the American Civil Liberties Union and reporters at The New York Times have filed several requests under the Freedom of Information Act seeking information about the CIA's drone program and the legal justification for attacks that killed terrorists and U.S. citizens [5]. The government answered with a Glomar response [6] — neither verifying nor denying that it has such documents.
So both the Times and the ACLU sued, claiming that there is widespread acknowledgement by government officials of drones and targeted killing, as well as the CIA's involvement.

Obama owns his newspeak-drenched "kill list". He decides on a "personality strike" (a single suspect) or a "signature strike" (a group). "Nominations" are scrutinized by Obama and his associate producer, counter-terrorism czar John Brennan. The logic is straight from Kafka; anyone lurking around an alleged "terrorist" is a terrorist. Obama U.S. Drone Strikes' Coulde Be War Crimes' And Set Risky Precedent - UN

The use of drone strikes by the US to combat terrorism flouts international law and may encourage other nations to follow suit, a UN rapporteur says. He stressed that some of the attacks may constitute war crimes.
Christof Heyns, the UN special investigator on extrajudicial killings told a UN conference in Geneva that the US needs to be held legally accountable for the use of armed drones.
"Are we to accept major changes to the international legal system which has been in existence since World War Two and survived nuclear threats?" he said.
He also requested that the Obama administration publish statistics on the number of civilian deaths caused by strikes on suspected terror leaders in Afghanistan, Pakistan and Yemen.
“I don’t think we have the full answer to the legal framework, we certainly don’t have the answer to the accountability issues,” he told reporters at the UN Human Rights Council meeting.
He underlined the fact that recent US drone strikes threatened the rule of international law in that many “targeted killings take place far from areas where it's recognized as being an armed conflict." ­The Senate of Paraguay has started the impeachment trial of the country's president, Fernando Lugo. He is to be tried on five charges of malfeasance in office, most notably for his role in an altercation between landless farmers and police that left 17 dead last week. Thousands of Lugo's supporters gathered outside the Congress building to protest the trial. To impeach the president, the Senate would require 30 of its 45 legislators to vote in favor. On Thursday, the country’s lower chamber of Parliament, the Chamber of Deputies, voted in favor of impeachment. The Senate rejected a request from Lugo’s lawyers to postpone the trial to allow the defense to prepare their arguments. In 2008 Lugo, a leftist, became the country’s first president not to be a member of the conservative Colorado Party in over 50 years.

A document declassified this week by the National Security Archive reveals that the Central Intelligence Agency (CIA) delivered a briefing to the Bush administration which directly contradicts former Vice President Dick Cheney’s claim that 9/11 hijacker Mohamed Atta visited an Iraqi intelligence official in Prague.

The document (PDF), dated Dec. 1, 2001 and delivered to the White House on the 8th, claims that Atta “did not travel to the Czech Republic on 31 May 2000,” and adds that “the individual who attempted to enter the Czech Republic on 31 May 2000… was not the Atta who attacked the World Trade Center on 11 September 2001.”
Despite this briefing, just days later on Dec. 9, 2001, Cheney told the late Tim Russert, host of Meet the Press, that the meeting in Prague had been “pretty well confirmed.”

The UK is setting up a special rapid deployment unit to collect evidence on mass rape used as a weapon during global conflicts, as part of a broader initiative to be launched on Tuesday to combat sexual war crimes of the kind seen in the former Yugoslavia, Rwanda, central Africa, and now in Syria.

The team of experts being created by the Foreign Office will be drawn from a pool of British police, forensic experts, doctors, psychologists and lawyers and is expected to be in action by the end of this year, ready to be sent to war zones at short notice wherever there are signs of sexual abuse on a large scale. One of their first destinations could well be Syria where William Hague, the foreign secretary, said there were "horrifying reports" of rape beginning to emerge.
"Despite the valiant efforts of many individuals and organisations, the perpetrators of the worst sexual crimes generally go unpunished," Hague will say at the launch of the initiative, according to early extracts of his speech released by the Foreign Office. "We want to use Britain's influence and diplomatic capability to rally effective international action."

The team will initially be funded out of a £20m urgent action fund, part of UK contingency spending set aside for helping mitigate the impact of global conflicts. The UK also intends to use its presidency of the G8 in 2013 to persuade other countries and organisations to put more resources into the fight against rape worldwide.

Angelina Jolie will be also be speaking at the launch at the Foreign Office, where there will be an advance UK screening of her film about the rape camps in the Bosnia war, In the Land of Blood and Honey. Up to 50,000 women are estimated to have been raped during the 1992-1995 conflict, but there have been only 30 prosecutions specifically for sex war crimes.
During the Rwanda genocide, the UN estimates that at least 250,000 women were raped. More than 50,000 were raped in the conflict in Sierra Leone in the 1990s, while almost half of all Liberian women have reported being the victim of at least one act of physical or sexual violence by a soldier or paramilitary fighter.

Two years ago the UN appointed a special representative on sexual violence in conflict, Margot Wallstrom, who named the worst offenders in her report to the security council in February, including the Lord's Resistance Army in the Central African Republic and South Sudan, various militias in Ivory Coast, and the armed forces of the Democratic Republic of the Congo (DRC). Wallstrom also gave examples of how sexual violence had undermined peace-building efforts in post-war zones such as Chad, Nepal, Sri Lanka, Timor-Leste and Bosnia, and during elections or political strife in Egypt, Guinee Kenya and Syria.

"Conflict-related sexual violence is not specific to one country or continent: it is a global risk, Wallstrom said. "Wars have entered the marketplaces where women trade; they follow children en route to school; and haunt the prison cells where political activists are detained."

British officials said the aim of the UK initiative was to support the work of Wallstrom's offices and local law enforcement, while allowing the UK to act on its own where it believes it can offer specific expertise in collecting forensic evidence, victim testimonies and eye-witness statements of a standard that would be admissible in court.

"The UN do a good job on this, but the thing about these horrific crimes is that you can always do more," a British official said.

Hague will say: "We want to help find practical ways to ensure that survivors feel confident to speak out, and regain the dignity, rights, and restitution that is their due. And we want to see a significant increase in the number of successful prosecutions so that we erode and eventually demolish the culture of impunity."

Shuna Kennedy, the head of a London-based advocacy group, Womankind Worldwide, gave the Hague initiative a guarded welcome last night, warning of the dangers of duplication of effort.

"While we're pleased to see the foreign office taking steps to tackle the issue of sexual violence in conflict, an important link in the chain seems to be missing," Kennedy said. "We are not starting from scratch, so the proposal for a squad of experts to gather evidence, provide training and support to human rights defenders in fragile states, whilst welcome, will waste resources if it fails to recognise and build on the expertise and experience already available in women's rights organisations."
